[To promulgate a new constitution, time is running out for Nepal again. So, they are visiting Nepal. It had happened before also. As the date closes in they also arrive in Kathmandu. Who are those people ? They are none other than political or religious leaders from New Delhi, India. Sometime Nepal government invites Baba Ram Dev to run Yoga Camps in Nepal ( Please refer to INDIAN BABAS' GOLD RUSH IN NEPAL), sometime some other diplomats and now come BJP leaders ! Why Baba Ram Dev and BJP leaders ? Now the Nepalese federalists should take note of it. It seems federalism as demanded by the majority of people is not coming. In the meantime, India is reported in the media that it is illegally constructing a dam ( see news clips below) in Rajbiraj which might drown dozens of villages this rainy season. 'Encroachment, encroachment and all over encroachment' - Nepalese people wail over those encroachment all the time. And India is doing so all over the southern border of Nepal. Indian
leaders, who are currently in Nepal, have expressed their confidence that a new
democratic constitution would be promulgated in Nepal within May 27.
Addressing
an interaction program at Reporters Club in the Capital, the Indian leaders
said that the Indian government also wishes for Nepal to complete the peace and
constitution processes on time.
During
the interaction, Vice President and Spokesman of Delhi Bharatiya Janata Party
Bijaya Jolly said that the peace process is about to be concluded soon. “The
peace process started with a 12-point agreement at New Delhi when BJP senior
leader Atal Bihari Vajpayee was the Prime Minister. India along with the entire
world is following the peace process closely,” said Jolly.
Saying
that Nepal should not become a junction for international terrorist
organisations, Jolly said that the Indian government does not want Nepal to be
used by anyone against India. “India would announce further aids to Nepal after
the conclusion of peace process,” said Jolly.
Furthermore,
ruling Indian National Congress Spokesperson Raashid Alvi said that India would
always support Nepal. Raashid further said that India has been investing IC 20
billion every year in Nepal. “Our support could increase after the conclusion
of peace and constitution,” said Alvi.
Moreover, Alvi said that the power to decide the basis of
federalism rests with the Nepali citizens.
During, their stay in Nepal, the Indian leaders met with
President Ram Baran Yadav, Prime Minister Baburam Bhattarai, Vice President
Paramananda Jha, and other prominent political leaders.
Speaking at a program in Reporters Club Nepal in the capital, the leaders said India wants to see peace, development and economic progress along with a democratic constitution in Nepal .
The Bharatiya Janata Party’s foreign relations department chief and party spokesperson Bijay Joli said Nepal ’s peace process has now reached to its final stage and lauded the progress being made on that front.
Recalling that the 12-point Comprehensive Peace Accord was signed in the Indian capital of New Delhi when the party’s leader Atal Bihari Bajpayee was India ’s prime minister, Joli said the world community including India has been closely watching developments on Nepal´s peace process.
Bharatiya Rastrabadi Congress general secretary and lawmaker Tariq Anwar said India is for peace, stability and secularism in Nepal and said that, upon a successful completion of the peace process, India will announce a ‘special assistance’ package for Nepal ’s development.
Echoing Anwar , India Nepal after the promulgation of a new constitution.
The Congress leader further said it is the Nepali people and the parties who make and bring down their government and added that India , besides playing a facilitating role, always wants to refrain from interfering into internal affairs of other countries.

राजविराज, चैत्र ८ - भारतले सप्तरीको तिलाठीस्थित दसगजा क्षेत्रमा खाँडो नदीको मुहानै बन्द गर्ने गरी निर्माण गर्न थालेको बाँधले आउँदो वर्षा याममा सप्तरीका दर्जनभन्दा बढी गाविस डुबानमा पर्ने निश्चित भएको छ ।
महात्मा गान्धी राष्ट्रिय ग्रामीण रोजगार योजनाअन्तर्गत भारतले नेपाली भूमिबाट भारत बग्ने खाँडो नदीको प्राकृतिक बहावलाई रोक्न दसगजा क्षेत्रमै गैरकानुनी ढंगले बाँध निर्माण थालेको हो । बाँधले सप्तरीको तिलाठी, सकरपुरा, रम्पुरा मल्हनिया, वरहीविरपुर, लोनिया, लालापट्टी, छिन्नमस्ता, इनरुवा, कोइलाडी बर्साइन, जमुनी मधेपुरा, फकिरा, गोविन्दपुरसहितका एक दर्जनभन्दा बढी गाविस डुबानमा पर्नेछ ।
नदीको मुहानमै बाँध निर्माण हुन थालेपछि आउँदो वषर्ा याममा यस क्षेत्रका बासिन्दालाई विस्थापित हुनुपर्ने तिलाठी गाविसका निर्वतमान अध्यक्ष दिनेश्वर मिश्रको भनाइ छ । नदीको प्राकृतिक बहाव दक्षिणतर्फ भए पनि भारतले बाँध बनाएर पश्चिमतर्फ फर्काउन लागेको मिश्रले बताए । उनका अनुसार बाढी आएको बखत यस बाँधले यस क्षेत्रका दर्जनभन्दा बढी गाविसका बासिन्दा विस्थापित हुनुपर्छ ।
सीमा क्षेत्रमा हुने भारतीय ज्यादतीविरुद्ध
नेपाली पक्ष मौन बसेको तिलाठीका देवनारायण यादवको भनाइ छ । अहिले पनि दसगजा क्षेत्रमै बाँध निर्माण कार्यप्रति नेपाली पक्षले चासो नदेखाएको स्थानीय नेपालीको गुनासो छ । नदीको प्राकृतिक बहाव बदलिन भारतले उक्त क्षेत्रमा अहिले सिमेन्टका बोरामा माटो हालेर कंक्रिटको काम पूरा गरेर बाँधलाई मजबुत पार्न बाँस र पिलरको सहयोगले ठोस बनाउने काम द्रुत गतिमा चलिरहेको छ ।
सीमा क्षेत्रमा हुने यस्ता समस्यालाई समाधन गर्न नेपाली पक्षबाट कुनै पहल नभएको भन्दै केही दिनअघि सीमा क्षेत्रका नेपालीले भारतीय पूर्वमन्त्री
लालु यादवसमक्ष समस्या समाधान गर्न गुहार माग्न पुगेका थिए । तर त्यहाँबाट पनि पीडित नेपालीका समस्या समाधान हुन सकेन ।
यसबारे भर्खरै सम्पन्न नेपाल-भारत सुरक्षा बैठकमा दुवै देशका अधिकारीबीचको बैठकमा पनि खासै निक्र्योल निस्कन सकेको थिएन । बैठकपश्चात् भारतको बिहार राज्यअन्तर्गत सुपौल जिल्लाका डीएम कुमार रविले दसगजामा निर्माण थालेको बाँधको अनुगमन गरी मात्रै केही गर्न सकिने जानकारी दिए ।
सप्तरीका प्रमुख जिल्ला अधिकारी कृष्णचन्द्र
घिमिरेले पनि आगामी सातासम्म बाँधको अनुगमन गरेर समस्या समाधान गर्ने दाबी गरे । तर दसगजा क्षेत्रमै भारतले खुलेआम बाँध निर्माण थाले पनि नेपाली पक्षले चासो नदेखाएको स्थानीय नेपालीको गुनासो छ । नेपालका तर्फबाट सीमा सुरक्षार्थमा रहेका सशस्त्र प्रहरी सीमा सुरक्षा बलले पनि सीमाको सुरक्षामा गम्भीरका साथ नलागेकाले बर्सेनि तीन/चार मिटर नेपालतर्फ भारतको सीमा सर्ने गरेको सीमावर्ती नेपालीको भनाइ छ ।

रोकिएको छ ।
भारतले एकतर्फी रुपमा दशगजा क्षेत्रमा थालेको बाँध निर्माणले सप्तरीका डेढ दर्जन गाविस डुबानमा पर्ने आशयको समाचार केही दिनअघि प्राथमिकताका साथ कान्तिपुर दैनिकले प्रकाशन गरेको थियो । त्यसपछि मात्रै गत शुक्रवार नेपाल-भारत गरी दुवै देशका अधिकारीहरुले उक्त बाँधको स्थलगत निरीक्षण गरेको हो ।
निरीक्षण पछि सम्पन्न दुवै देशका अधिकारीहरुको
बैठकले दुवै पक्षका नापी विषेशज्ञहरुको टोलीले दशगजा क्षेत्रको सिमांकनको कार्य पुरा नगरे सम्म उक्त क्षेत्रमा कुनै पनि काम अगाडि नवढाउन सहमति भएको छ । उक्त निर्णय पश्चात भारतीयहरुले निर्माण गर्न लागेको बाँध निर्माण कार्य तत्कालका लागि रोकिने भएको हो ।
दशगजामा सिमा सम्वन्धि अत्यन्तै विवाद देखिएपछि त्यहाँका स्थानीय नेपालीहरुले
सवभन्दा पहिले सिमाको विवाद मिलाउन दवाव दिएका थिए । दुवै पक्षका अधिकारीहरुले
झण्डै डेढ घण्टा लामो छलफल पश्चात यस्तो निर्णयमा पुगेका बैठकमा नेपालतर्फबाट सहभागी भएका सिंचाई डिभिजन राजविराजका सिनियर डिभिजनल इन्जीनियर शैलेन्द्रकुमार झाले जानकारी दिए ।
भारतले महात्मा गान्धी राष्ट्रिय ग्रामिण रोजगार योजना अन्तर्गत सीमाबाट भारततर्फ बग्ने खाँडो नदीको प्राकृतिक बहाबलाई रोक्न दशगजा क्षेत्रमै गैरकानुनी ढंगले बाँध निर्माणको कार्य अन्तिम चरणमा पुर्याएको थियो ।
